What is an ad-hoc relief allowance?

When the finance minister presents the budget each June, one of the most watched announcements is the salary increase for government employees. Pakistan rarely revises the pay scales themselves each year. Instead, the government grants an ad-hoc relief allowance (ARA) — a percentage of basic pay added to the monthly salary, granted year to year rather than built permanently into the pay scale.

What is the difference between basic pay and gross salary?

Your pay slip has two different "salaries". Basic pay is the amount fixed by your basic pay scale (BPS) and annual increments. Gross salary is basic pay plus everything else: house rent, conveyance, medical and other allowances. Ad-hoc relief is always a percentage of basic pay, never of gross salary. A 25% increase on a basic pay of Rs 40,000 is Rs 10,000 — not 25% of the full pay slip. This is why the checker asks only for your basic pay.

How to use the checker

  1. Find your basic pay on your pay slip or GP fund statement — it is the line labelled "basic pay", not the net or gross total.
  2. Type it into the Current basic pay (PKR) field.
  3. Choose a year from the Budget year dropdown. Years with different rates for different grades appear as separate options, for example FY 2024-25 · 25% (BPS 1–16) and FY 2024-25 · 20% (BPS 17–22).
  4. Read your new basic pay, the monthly increase and the annual increase instantly.

Worked example

Take a federal employee in BPS-11 with a basic pay of Rs 45,000. In the FY 2024-25 budget, 25% ad-hoc relief was announced for BPS 1–16: a monthly increase of Rs 11,250, a new basic pay of Rs 56,250, and Rs 135,000 over the year. A BPS-18 officer on Rs 80,000 basic pay got the BPS 17–22 rate of 20%: Rs 16,000 more per month, a new basic pay of Rs 96,000. Both amounts are subject to income tax and neither changes pension or gratuity.

Federal announcements and the provinces

The figures in this tool come from the federal budget and formally cover federal civil employees, armed forces personnel and civilians paid from defence estimates. The provinces present their own budgets and issue their own notifications. They usually mirror the federal increase, but percentages and effective dates can differ — so provincial employees should confirm against their province's finance department notification.

Pensions, minimum wage and allowances

Budgets usually pair the salary announcement with a pension increase for retired staff — 15% in FY 2024-25, 17.5% in FY 2023-24, 7% in FY 2026-27 — plus periodic minimum-wage rises. Ad-hoc relief itself does not count as emolument for pension, gratuity or house-rent recovery, which is why pensioners get a separately announced increase. Occasionally a budget revises fixed allowances too, as the FY 2026-27 package did with the conveyance allowance.

What are the limitations?

This checker estimates only the announced ad-hoc relief on basic pay. It excludes annual increments, promotions, time-scale upgradation, disparity reduction allowances and the effects of pay-scale revisions — all of which move your real pay slip. It also assumes the full announced rate applies to you; some notifications exclude employees on deputation abroad or extraordinary leave. Figures are updated each June after the federal budget is presented; until the Finance Division's office memorandum is issued for a new year, treat any announced figure as provisional.

Frequently asked questions

Is the increase calculated on my basic pay or my gross salary?

On your basic pay. Every ad-hoc relief allowance here is a percentage of basic pay — the amount fixed by your pay scale. Gross salary adds house rent, conveyance, medical and other allowances, which are not part of the percentage.

Do these salary hikes apply to provincial government employees?

Not automatically. The figures come from the federal budget and cover federal employees and armed forces personnel. Provinces usually adopt similar increases through their own notifications, but the percentages and effective dates can differ.

Why does the checker show 0% for FY 2020-21?

The June 2020 federal budget announced no salary or pension increase — it was framed as a COVID-19 crisis budget. A 25% Disparity Reduction Allowance for BPS 1–19 was notified separately in March 2021 after negotiations.

Will this increase change my pension or gratuity?

No, not directly. Ad-hoc relief is paid on top of basic pay and official notifications say it is not treated as emolument for pension, gratuity or house-rent recovery. Pensioners instead get a separately announced pension increase.

Is the announced percentage guaranteed to appear on my pay slip?

Almost always, but verify. The Finance Division issues an office memorandum after each budget with the exact rate, who it covers and the effective date. Where a lower rate applied to higher grades in some years, the notified rate for your band is what counts.

Is my salary information sent anywhere?

No. The calculation runs entirely in your browser and nothing you enter is saved or sent to a server.
